What is the kitchen device or appliance used by Bud Fox (Charlie Sheen) in the movie Wall Street?

At 1h35m into the movie, Bud Fox (Charlie Sheen) and Darien Taylor (Daryl Hannah) are preparing dinner together in the kitchen. Bud uses a hand-cranked device that deposits round 3/4" diameter 1.5" long white pieces of food onto a black rotating plate that is part of the device. Anyone know what this thing is and what is it making?
