Is it possible to major in and minor in these two things?

Can you major in Neonatal Nursing after becoming a Nursing Practitioner and ALSO minor in pediatrics? It's probably a stupid question but I'm not in college, or even high school for that matter, so I have no idea and was just wondering. Also if it is, would you have to go to double time in residency and just plain out college? Sorry this thing probably makes no sense..:P
